Deputy Minister Phung Duc Tien emphasized “With the release of the Law on Animal Husbandry and its by-laws, we have “integrated” all aspects of the livestock industry, forming the basis for sustainable development. We hope that in the next 5 to 10 years, animal husbandry will get a tremendous position in export turnover”. The Law on Animal Husbandry takes effect from 1/1/2020.
At the Conference, The Law on Animal Husbandry has published the annexes, basis for livestock fees collection. In particular, the highest fees are the appraisal fees of qualifying certification for feed production (in case of assessing actual conditions) at VND 7 million/facility/time if issued by Department of Livestock Production and VND 5 million/facility/time if issued by the provincial Department of Agricultural and Rural Development.
The basis for fees collection is Article 32 of the Law on Animal Husbandry, Article 10 of the Decree No.13/2020/NĐ-CP.
The lowest fee level is the evaluation to grant, for the first time, the import permit for breeding bulls, sperms and embryos of cattle breed with the cost of VND 200,000 /head/time. Base for collection are specified in provision 4, Article 20 of the Law on Animal Husbandry, Article 15 of the Circular No. 22.
In addition, the Ministry of Agriculture and Rural Development also collects certain fees such as the fee for evaluation of adaptive rearing, research, testing, sample analysis for processing production for export purpose, which is VND 400,000/product/purpose/time; appraisal to issue permits for exchanging precious or rare breeding genetic sources to serve research, select, breed for production and business is VND 800,000 /1 gene source.
According to Acting Director of the Department of Livestock Production Nguyen Xuan Duong, before the Law on Animal Husbandry was issued, the animal husbandry had many shortcomings, lack of management and handling sanctions, therefore beside the regulations on fees, the Conference also discussed and agreed on lots of important contents of the industry such as statistics, animal welfare, noise and smell in animal husbandry… Mr. Duong suggested that the related organizations needed to learn carefully to enforce the Law on Animal Husbandry to achieve highest effectiveness.
