Steering Committee on PPP investment reinforced

Prime Minister has signed the Decision No. 2008/QD-TTg dated 21st October 2016 on reinforcing the Steering Committee on Public-Private Partnership (PPP) investment. Deputy Prime Minister Trinh Dinh Dung is assigned to be Director General.

Deputy Director General position includes: Minister of Planning and Investment Nguyen Chi Dung (Permanent Deputy Director General); Vice Minister of Finance Huynh Quang Hai, Members include: Vice Minister of Planning and Investment Dao Quang Thu; Vice chairman of State Government Office Nguyen Cao Luc; Deputy Governor of the Vietnamese State Bank Nguyen Thi Hong; Vice Minister of Justice Nguyen Khanh Ngoc; Vice Minister of Communications and Transport Nguyen Nhat; Vice Minister of Construction Bui Pham Khanh; Vice Minister of Industry and Trade Cao Quoc Hung; Vice Minister of Health Pham Le Tuan; Vice Minister of Information and Communications Pham Hong Hai, Vice Minister of Education and Training Pham Manh Hung; Vice Minister of Natural Resources and Environment Chu Pham Ngoc Hien, Vice Minister of Agriculture and Rural Development Hoang Van Thang; Vice President of Ha Noi People’s Committee Nguyen Doan Toan; Vice President of Ho Chi Minh People’s Committee Le Van Khoa, Vice President of Quang Ninh People’s Committee Vu Van Dien; Vice President of Da Nang People’s Committee Nguyen Ngoc Tuan.

Steering Committee’s Secretary is Director General of Public Procurement Agency which is under the Ministry of Planning and Investment.

The Steering Committee on PPP investment’ functions are to help the Government and Prime Minister to study, direct and implement the PPP investment model.

The Steering Committee is responsible for studying and proposing to the Government and Prime Minister the directions, plans and strategic solutions to effectively implement the PPP model; assisting Prime Minister to direct, supervise, coordinate the activities amongst different ministries, departments and localities in PPP implementation; directing the relevant ministries, departments to develop and finalize the legislation documents on PPP, including implementation guideline of the Decree No. 15/2015/ND-CP dated 14th February 2015 on PPP investment and the Decree No. 30/2015/ND-CP dated 17th March 2015 on detailed regulation for implementing some Articles of Procurement Law on Investor selection; at the same time, examining, finalizing the legal regulations in order to have mutual agreement on the current management model between public and private sector.

The Steering Committee is also responsible for directing the relevant ministries, departments and localities in creating, submitting and approving the prioritized PPP project list and financial support mechanism for these projects; directing the conclusion, evaluation and proposal on PPP policy legislation development.
