She Feeds the World Project Enters Phase II in Vietnam with New Focus on Climate Resilience and Regenerative Agriculture

Washington D.C., 14 November 2025, On the sidelines of US-Vietnam bilateral reciprocal trade agreement negotiation mission during 10-14 Nov 2025 in D.C., a Memorandum of Understanding (MoU) was signed between Partnership for Sustainable Agriculture in Vietnam (PSAV), the National Agriculture Extension (NAEC), PepsiCo Foundation, and CARE, paving the way forward for the rollout of the "Harvesting Potentials - She Feeds the World Phase II" project in Vietnam.

Harvesting Potentials marks the continuation of a successful partnership dedicated to strengthening the economic, social, and climate resilience of farmers and small-scale agricultural producers in Vietnam. Running from Jan 2026 to Dec 2028, Harvesting Potentials will expand its reach across the provinces of Dak Lak, Gia Lai, and Thanh Hoa, with a renewed strategic focus on regenerative agriculture and inclusive value chains to combat the impacts of climate change.  The project is designed to directly benefit 13,600 farmers and small-scale producers (including 8,160 women and 5,440 men) and indirectly impact a total of 73,400 people.

The success of Harvesting Potentials is powered by a robust Public-Private Partnership (PPP) model, uniting government agencies, research institutes, local implementing partners, and the private sector. Public partners including PSAV and NAEC under the Ministry of Agriculture and Environment (MAE), which provides crucial technical outreach & regulatory environment enablers alongside its local bodies in Dak Lak, Gia Lai, and Thanh Hoa provinces. Scientific expertise is anchored by the Western Highlands Agriculture and Forestry Science Institute (WASI) under the Vietnam Academy of Agricultural Sciences, an important research arm of MAE.

Vice Minister of Agriculture and Environment Hoang Trung noted: “The Ministry of Agriculture and Environment is happy that PSAV and NAEC effectively support the project in linking and promoting Public Private Partnership model (PPP). The Ministry commits to continue support and coordinate closely with partners in implementing and expanding initiatives with practical and broad social impact. We trust that PepsiCo Foundation, CARE and business community will continue to play the pioneer role – not only in financial contribution but also in innovation of technology, value chain management and sustainable consumption trends shaping.”

On-the-ground implementation is driven by local partners such as the provincial Department of Agriculture and Environment, local NAEC systems, Provincial & Commune People's Committees, Community Development Center Dak Lak (CDC), Thanh Hoa Micro-finance Institution, etc. The project is strategically aligned with the Partnership for Sustainable Agriculture in Vietnam (PSAV) and Foods Innovation Hub Vietnam (FIH-V), critically supported by local communities and value chain actors, ensuring alignment from the farm level to the national policy sphere. Policy bottlenecks identified during implementation will be directly brought to PSAV, FIH-V PPP policy dialogue as recommendations to MAE & relevant line Ministries for improvement.

The Harvesting Potentials project focuses on achieving three interconnected objectives to build sustainable and resilient food systems. First, through Positive Agriculture, the project aims to enhance the capacity of farmers and small-scale producers, with a specific focus on ethnic minorities and women, to implement regenerative agriculture practices. This approach supports climate-resilient livelihoods and strengthens sustainable sourcing. Second, the project will work toward building Inclusive Value Chains by ensuring producers have equitable access to crucial resources such as essential inputs, finance, technology, and market opportunities. Finally, to go beyond these impacts, the project will develop, document, and share its successful regenerative agriculture models. These models will be promoted for integration into FIH-V initiative to foster broader sustainability and achieve significant scale.

Harvesting Potential Project is a part of She Feeds the World Program,  a global program by the PepsiCo Foundation and CARE, dedicated to supporting women small-scale producers to access the resources, knowledge, and confidence they need to increase their production, improve nutrition, and create a better life for their families and communities.  The launch of the Harvesting Potentials project represents the next chapter in this impactful initiative in Vietnam.
