Promote foreign technology transfer in priority sectors and fields

The Prime Minister has just approved the Project "Promoting the transfer, mastery and further development of technologies from abroad into Vietnam in priority sectors and fields until 2025, and an orientation to 2030".

The objective of the Project is to orient policies supporting the transfer, mastery and further development of technologies from abroad into Vietnam, especially core technologies, high technologies and fundamental technologies to quickly innovate technology, shorten the gap in technology level and capacity compared to advanced countries in the region and the world, contributing to the economic restructuring to serve the industrialization and modernization of the country. Especial attention shall be paid to a number of sectors and fields that Vietnam has competitiveness in international arena and could promote Vietnam’s deeper integration in production value chain of products with competitive advantages and contributing to enhancing national security and defense.

The Project strives to improve policies and mechanisms to create favorable conditions for the transfer, mastery and further development of technologies from abroad into Vietnam, contributing to promoting the in-depth growth model; focus on developing a number of priority sectors, including information and communication, industry, agriculture, construction, transportation, health, natural resources and environment. Special attention shall be paid on a number of areas such as: information technology industry, electronic industry; mechanical engineering; high-tech agriculture; processing and preservation of agricultural, forestry and aquatic products; construction, transport and infrastructure technologies; environmental and anti-climate change technologies; pharmaceuticals, diagnosis and disease treatment. At the same time, the Project also aims to improve the technological capacity of organizations and enterprises serving the transfer, mastery and further development of technologies from abroad into Vietnam.

In particular, the Project will renovate mechanisms and policies to create a favorable legal environment for the transfer, ownership and development of technologies from abroad into Vietnam, market development and/or market creation to promote the application of new technologies and new products, especially policies to prioritize the use of domestic products and services to meet foreign technical standards in investment projects; support organizations and businesses in the search for technology information, consultancy, technology transfer, training of human resources to master and develop technologies from abroad into Vietnam through National Science and Technology Programs.
