National online conference reviewing 10 years of implementation of the 7th Plenum of the Xth Party Central Committee’s Resolution on agriculture, farmers and rural areas

On the morning of November 27th 2018, in Hanoi, Prime Minister Nguyen Xuan Phuc chaired the National Online Conference reviewing 10 years of implementation of the 7th Plenum of the Xth Party Central Committee’s Resolution on agriculture, farmers and rural areas.

The event was attended with Politburo member, Secretary of Party Central Committee, Head of the Central Economic Commission Nguyen Van Binh, Deputy Prime Minister Trinh Dinh Dung, and more than 500 delegates at the Hanoi videoconference, along with 50 – 100 delegates at the video conference of each province/ city.

This is an important event to look back 10 years of implementation of the program on “agriculture, farmers and rural areas”. According to the Central Economic Commission, it can be said that the 7th Plenum of the Xth Party Central Committee’s Resolution (Resolution no. 26-NQ/TW) is a comprehensive resolution on agriculture, farmers and rural areas with right views and guidelines, which have won the people’s heart and consensus.  

Speaking at the opening session, Head of the Central Economic Commission Nguyen Van Binh noted that since the country was found, President Ho Chi Minh and the Party had paid special attention to the development of agriculture, farmers and rural areas; and considered them as a significant force to sustainably develop the society and economy, to maintain political stability, ensure security and defense.

10 years ago, derived from the practical requirements of the new situations, and based on results of 20-year innovation, on August 5th 2008, the Party issued the 7th Plenum of the Xth Party Central Committee’s Resolution no. 26 on agriculture, farmers, and rural areas. That is the first historical resolution of the Party comprehensively addressing 3 fields: agriculture, farmers and rural areas, in which farmers are considered as the subject, new rural development as the foundation, and comprehensive agricultural development as the key. Well addressing the issues on agriculture – farmers – rural areas is the key political task of the whole Party and people, not only till 2020, but also thorough the phase of country development.

After the issuance of the Resolution, the Government developed action plans, including 3 national target programs, 9 planning schemes, and 36 specialized projects. After 10 years of implementation, under the leadership of the Party, the supervision of the National Assembly, and the timely management and guidance of the Government and Prime Minister, Vietnam agriculture and rural areas has achieved significant achievements, which have been highly appreciated by the international community; the role and status of farmers have been increasing raised.

However, the review report also shows that apart from achievements, there are multiple shortcomings in the issues on agriculture, farmers and rural areas, including production organization and new rural development. By 2020, several objectives set by the Resolution are likely to fail unless there are breakthrough solutions, as well as drastic and timely guidance.

Head of the Economic Commission Nguyen Van Binh noted that the most important goal of the conference was to provide more arguments for finalizing the review report to submit to the Politburo for promulgating a resolution of the Party.

The conference is considered as “Dien Hong conference on agricultural, farmers’ and rural development in the new period. The Presidium of the conference looks forwards to receiving enthusiastic, constructive, and responsible comments from delegates to synthesize into a resolution on agriculture, farmers, and rural areas, which wins the people’s heart,” said Nguyen Van Binh.
