On December 25th 2019, in Ha Noi, the Ministry of Agriculture and Rural Development (MARD) organized the Conference on “Review of the implementation of livestock development strategy 2008 – 2018, orientations for the period 2020 – 2030 and vision to 2040”.
After 10 years implementation of the livestock development strategy 2008 – 2018, the livestock industry has achieved many positive results, increased both the quantity and quality of export products, an important contribution to maintaning the position of agriculture in the national economy.
Recognizing oppotunities and challenges in the new period, with the pressure of population growth, the process of urbanization, industrialization and increasing impact of climate change, especially the process of extensive intergration with the new generation FTAs, the participants of the Conference highly agreed with the strategy on livestock production development in the period 2020 – 2030 and vision to 2040 in order to ensure implementation of the Law on livestock production, creating an equal and justice environment for individuals and organizations to invest in livestock sector; develop orientations, roadmap and comprehensive solution for the development of a sustainable and modern livestock industry that meets the requirements of social – economic development in the context of industrialization and modernization of the country and international integration requirements.
Comments on Draft livestock development strategy showed that many delegates believed that it was necessary to quickly issue guiding documents for localities to for the strategy implementation process, simultaneously removing the difficulties of land accumulation, reducing small – scale animal husbandry, increasing closed and safe breeding farms. Besides, it was required to have policies to promote the processing industry and link livestock businesses in the value chain.
Implementation of livestock development strategy in the period 2020 – 2030, vision to 2040, there will have 13 groups of solutions to implement synchronously, in which the State focus on building mechanisms and policies to create a favorable investment environment, encourage all economic sectors to invest in livestock development. Accordingly, the development orientations of livestock in the 2020 – 2030 period on pig raising will maintain at the scale about 29 – 30 million heads; chicken - about 400 million to 450 million heads; cattle - from 2.4 million to 2.6 million heads ; sheep and goat from 4 million to 4.5 million heads… with a vision to 2040 striving for the animal husbandry sector to be a modern and technical economic industry which is industrialized in almost all stages of production, processing and connection to consumption markets.
According to Deputy Minister Phung Duc Tien, the scale of the livestock industry still small, implementing the Law of Animal Husbandry as well as the new Breeding strategy must take step by step, however, there are drastic problems to solve in order to ensure the structure and total food production are suitable for each year and each period.
“We must socialize, in 2019, in agriculture sector, there were 17 investment projects of the enterprise with a total value of 20 trillion VND. Enterprises are crucial to the competitiveness of the industry,so we need to have additional policies such as : in the Law on Land must have the land for livestock because of the scale of livestock farming is now very big.therefore, it is necessary to be more specific to the livestock industry,even to be suitable for each region such as : infrastructure investment, training of high quality human resources, investment in the application of science and technology to attract more large enterprises to invest in animal husbandry ” - Deputy Minister Phung Duc Tien.
In order to effectively implement the objectives orientations and solutions for Development orientation for livestock stage 2020 – 2030,vision 2040, the Draft strategy sets out 4 projects related to the areas where resources need to be concentrated to implement such as : Develop the industry of producing livestock breeds and processed foods for animals; develop the slaughtering and processing industry, processed livestock products chain production; ensure food safety; improve diase control and waste treatment in farming; improve the quality of human resources and state management capacity to promote scientific and technological activities and trade promotion of animal husbandry.
