On July 31, 2020, the Minister of Finance issued Circular No. 72/2020 / TT-BTC to repeal the Circular No. 84/2017/TT-BTC dated August 5, 2017 on detailed guidances on a number of articles of the Decree No. 68/2016 / ND-CP dated July 1, 2016 on the conditions for trading of duty-free goods, warehouses, and locations for customs clearance and goods gathering, inspection and supervision.
The Circular 72/2020 / TT-BTC takes effect on August 10, 2020.
The Circular 72/2020/TT-BTC was based on the Decree No. 67/2020 / ND-CP dated June 15, 2020 amending and supplementing a number of articles of Decree No. 68/2016/ND-CP dated July 1, 2016 regulating conditions for trading of duty-free goods, warehouses, and places for customs clearance and goods gathering, inspection and supervision. The Decree No. 67/2020 / ND-CP takes effect from August 10, 2020.
According to Decree No. 67/2020/ND-CP, from August 10, 2020, it clearly stipulates 5 conditions for the recognition of bonded warehouses; regulations on location and service equipment at duty-free shops (cameras, customs management software ...); it also specifies conditions for duty-free business; required dossiers to grant certificates to meet trading conditions for duty-free goods, cases of suspension of duty-free goods trading.
