On the morning of July 22th, the Ministry of Agriculture and Rural Development held a consultation meeting on the Action Plan for the Partnership for Sustainable Agriculture in Vietnam (PSAV) in the period of 2021 - 2025, vision to 2030 by Mr. Nguyen Do Anh Tuan - Director General of Department of International Cooperation. The meeting was presides over by the Director General of Department of International Cooperation. The participants included nearly 30 representatives of PSAV PPP groups, PSAV Secretariat, International Cooperation Department and other relevant units.
On behalf of the Ministry of Agriculture and Rural Development, Mr. Nguyen Do Anh Tuan summed up some achievements of PSAV since its establishment. Some mentioned key activities of PSAV in the coming period included (i) Proposals and advising policies (such as developing NSC sustainable production documents, planting area codes ...); (ii) Building and proposing public-private partnership projects (sustainable farming models, upgrading and promoting value chains associated with brands, processing, digital technology ...); (iii) Remove policy difficulties, connect investors with public and local areas ...
In order to build an effective coordination mechanism between the two public and private sectors, addressing the core issues of the commodity sector and promoting PPP cooperation in agriculture, the Ministry of Agriculture and Rural Development is currently building a PSAV Draft Action Plan, period 2021-2025, vision to 2030.
At the meeting, after presented with a brief report on the draft PSAV Action Plan, period 2021 - 2025, Vision to 2030, delegates discussed and added some comments to the draft. In which, the workshop focused on discussing 3 main points (i) Proposing the priority of PSAV activities in the upcoming time; (ii) Adjustment to the structure and organization of PPP groups in PSAV; (ii) Proposing mechanisms of operation, harmonizing interests among the parties (establishing a secretariat in PSAV to consult, support more leading agencies; coordinate stakeholders, ways to allocate resources capacity, linking the whole chain, ensuring the full role of enterprises, localities and farmers in coordinating; synthesizing proposals of departments and reports to MARD leaders to allocate a joint budget for PPP operations ; etc ..).
On behalf of the Ministry of Agriculture and Rural Development, the Director General of Department of International Cooperation acknowledged the comments of PSAV members and partners. PSAV Secretariat will continue to coordinate with the consultant group. The leaders of PPP Groups under PSAV shall review, research, and receive comments from PSAV members and partners to revise and finalize the PSAV Draft Action Plan, period of 2021 – 2025, vision to 2030 to submit to the Ministry's leaders for approval.
