Promoting APEC cooperation for scaling up best practices on Women’s participation to global value chain of agricultural products toward sustainable development

ICD / MAE Viet Nam in collaboration with the APEC Secretariat is seeking proposals for the provision of the Consultant Services to support implementation of the ATCWG 101 2024A – “Promoting APEC cooperation for scaling up best practices on Women’s participation to global value chain of agricultural products toward sustainable development

1. Background

This project is endorsed by the APEC Agricultural Technical Cooperation Working Group (ATCWG), with the aim of identifying, documenting, and promoting scalable best practices that support women’s participation and leadership in agricultural value chains. The project is aligned with major APEC priorities such as the La Serena Roadmap for Women and Inclusive Growth, APEC Food Security Roadmap 2030, and the Bangkok Goals for inclusive and sustainable development.

2. Objectives of the Consultancy

The Consultant will:

Conduct in-depth research on selected agricultural value chains (rice and vegetables) in APEC economies to identify barriers, gaps, and opportunities for women’s empowerment and climate-resilient transformation;

Prepare a comprehensive Report on Best Practices (minimum 50 pages);

Provide technical and logistical support for an international APEC Workshop, including preparation of background materials and workshop documentation;

Deliver a Workshop Report with policy recommendations.

3. Scope of Work

Design a research framework and questionnaire;

Collect data and inputs from at least 12–15 APEC economies;

Organize expert consultation and finalize a high-quality publication-ready report;

Support preparation of Concept Note, Agenda, and participant materials for the Workshop;

Propose and coordinate qualified speakers;

Make presentations and support discussion facilitation during the Workshop;

Draft and finalize the Workshop Report (minimum 10 pages).

4. Required Qualifications

Advanced degree (Master’s or higher) in sustainable agriculture, gender studies, environmental policy, or related fields;

At least 10 years of proven experience in research and technical consultancy in agriculture, gender inclusion, or climate-smart development;

Demonstrated ability to work with regional and international institutions;

Excellent English writing, analysis, and communication skills;

Experience with APEC economies and/or multilateral cooperation is an asset;

Proven record of organizing or supporting high-level international workshops and policy dialogues.

5. Proposal Submission
