The government’s action plan for effective integration into the international economy

The government issued Resolution no. 38/NQ-CP dated on April 25^th, 2017 on the government’s action plan to implement Resolution no. 06-NQ/TW on “Effectively integrate into the international economy, maintain political – social stability in the context of our country joining new-generation free trade agreements”.

The action plan will identify specific tasks, roadmaps and time that central and local state administrative agencies have to focus on in the upcoming time. In order to achieve the above goals, apart from regular tasks, ministries, ministry-level agencies, agencies serving under the government, People’s Committee of centrally-run provinces and cities must concretize, concentrate information, disseminate and thoroughly understand the Resolution. Specifically:

-          Establish and raise the effectiveness of the socialist rule-of-law state with the focus on a tectonic government; effectively implement administrative reforms, simplify administrative procedures for judicial reforms, build a streamlined, transparent state apparatus to promote democracy and enhance responsibility and discipline.  

-          Concentrate on completing the institution of socialist-oriented market economy; accelerate the process of formation, synchronized development and clearness of all market types; aggressively restructure the economy in combination with reforming the growth model, enhancing effectiveness and competitiveness; focus on industrial restructuring for industrialization and modernization; accelerate the process of restructuring agriculture and rural economy in association with building new rural areas and improving people’s lives in rural areas; improve labor productivity; mobilize all resources for economic development; motivate economic sectors to continuously innovate and promote available potentials.

-          Strengthen and complete mechanism and policies which promote the development of enterprises; develop and implement policies to support and facilitate the development of Vietnamese enterprises, especially private enterprises, small and medium enterprises, and start-ups, etc, the principle of which must be ensured to be in line with commitments that Vietnam has made.

-          Expeditiously adjust and complete the strategy on attraction and use of FDI capital in the way that significantly focuses on FDI with high technologies, advanced technologies, broad-spread development effects and links to domestic industry.

-          With regard to labor and social issues, further improve the legal system and institution on labor, employment and social security, which are in line with international commitments and standards in the context of economic integration; actively and thoroughly implement sustainable poverty reduction in a multi-dimensional approach; narrow development gap among urban and rural areas, among regions and ethnic groups, and ensure social justice; actively develop and implement policies that provide social assistance for vulnerable groups of the integration process.
