Speaking at the Dialogue, MARD’s representative emphasized: “One of agriculture and rural development priorities is to promote restructuring toward improving value added and sustainable development, at the same time, gather resources for new rural development. In order to fulfill these important missions, we highly appreciate the roles and contributions of domestic and international enterprises. We consider PPP, especially in high technology application, as an important tools to attract investment, develop production along value chain to improve added value”.
Aside of the Government’s leading role and the decisive role of producers, the participation of enterprises is required. Business sector is the most dynamic factor in the value chain, which has the potential to resolve 3 major clogs of agriculture in Viet Nam at present. Firstly, enterprises have sufficient capital to invest into agriculture monumentally and effectively. Secondly, enterprises are fast to notice changes in the market, therefore enhance the connection between the domestic and international market. Thirdly, enterprises have potential to apply science and technologies, especially high technology into producing and processing in order to increase added value and improve agricultural products’ competitiveness.
Over 80 representatives participated in the discussion. They focused on addressing the issues and policies that need to be prioritized to promote the application and development of high technology into agriculture because it’s not only just the technology but also opening up to new management and producing methods which will improve the quality of agricultural products. However, there are still a lot of policies regarding training, investment and many mechanisms that need to be revised, improved and issued to encourage enterprises to invest into high-tech agriculture.
Additionally, at the Forum, the “Policies and list of priority projects to attract foreign direct investment in agriculture and rural development sector of Viet Nam, in the period 2016 – 2020” was also provided with the purpose of supporting FDI Investor with more information of policies which relate to agriculture, enterprises, high technology agriculture, PPP in agriculture; The catalog of FDI projects in provinces/cities of Viet Nam, thus help investors navigate and decide upon the fields and areas to invest in.
