Strategy for International Economic Integration for Agriculture and Rural Development sector up to 2030

The Prime Minister has approved the “Strategy for International Economic Integration for Agriculture and Rural Development sector up to 2030” with a common objective: to promote the comprehensive role of international economic integration to create good environment, increase resources, expand markets for efficient and sustainable agricultural development in Viet Nam whereas job creation and people’s income improvement are assured.

The specific objectives are: to develop a sustained and efficient agriculture of Viet Nam based on the unscaling of advantages and competitiveness, and to minimize negative impacts from international economic integration process; to develop high value and sustainable markets for Vietnamese agricultural export products in both traditional and new markets, increasing the participation of Viet Nam in the global value chain; to create equal competitive environment, promote the innovative thinking, science and technology, institutional policy for building domestic resources for a strong agriculture, increasing the competitiveness of Vietnamese agricultural products in the international market; to strengthen businesses and attract investment in order to utilize the strengths of Viet Nam agriculture, contributing to increasing added value of agricultural products and income for farmers.

The overall orientations by 2030 are: to take initiative to participate in the commitments on key and strategic market in the region and in the world, strengthening the access into key agricultural markets; and to prioritize to boost the cooperation with major partners on agricultural production and business.

Followings are the integration based orientations for the under-negotiation FTAs: Increase market share and expand agricultural, forestry and fishery product markets in FTAs members through tariff cut, removal of technical barriers of agricultural, forestry and fishery products, negotiation for mutual recognition of SPS; Promote the cooperation on economics, technology, intellectual property, and dispute handling; protect some domestic production industries, which are still weak but have potentiality of high competitiveness in the future…

Integration is implemented on the basis of compliance with and promotion of market-driven mechanism, at the same time presenting the strength and minimizing weakness of Viet Nam’s agriculture, taking the advantages of partners, preventing negative impacts that may occur, ensuring equality, and benefits and sustainability for all stakeholders.

The Strategy also sets out common and specific measure to orient the market development for agricultural, forestry and fishery sectors…

The Prime Minister assigned The Ministry of Agriculture and Rural Development to: (i) Review legal documents, polices and regulations in FTA under the Ministry of Agriculture and Rural Development’s management for planning the appropriate change and supplement in accordance with the signed commitments; Plan to build up the force, add up the equipment, change the function, consolidate speciality in order to have sufficient capacity to meet requirements of implementing technical measures under the FTA; Review state management processes related to  procedures cutting and information transparency. (ii) Strengthen policy research and impact assessment of the FTA to the manufacturing sector under the Ministry of Agriculture and Rural Development’s management to determine the advantages and set priorities on markets and sectors according to each FTA, thereby boosting agricultural production export to the world market. (iii) Study and work with the related ministries and agencies, submit to the Government for considering and allowing additional agricultural counselor positions in the overseas Viet Nam representative offices in large export markets such as the United States, EU, Japan, Korea, China, India, etc.

The Prime Minister assigned The Ministry of Foreign Affairs to work in collaboration with the Ministry of Agriculture and Rural Development to: (i) Study the international agricultural markets to expand the export market; (ii) Support for resolving the trade barrier and trade dispute issues on agricultural and forest products when they arise. In addition, the Prime Minister also assigned the Ministry of Industry and Trade to work in collaboration with the Ministry of Agriculture and Rural Development to: (i) Organize to promote trade of agricultural, forestry and fishery products to the international market; (ii) Develop the trade negotiation projects on agriculture, forestry and fishery in the framework of the FTA negotiations; (iii) Resolving the trade barrier and trade dispute issues on agricultural, forestry, aquaculture when they arise.

National Steering Committee on International Integration, Interdisciplinary Steering Committee on International Economic Integration, the ministries, ministerial-level agencies, government agencies and People’s Committees of different provinces and cities directly under the central government, coordinated with the Ministry of Agriculture and Rural Development and related agencies, based on the functions and tasks of state management prescribed by law, are responsible for directing and implementing the content related to this strategy.

This decision takes effect from the date of signing.
