The Ministry of Finance is drafting a Circular amending and supplementing the Circular No. 231/2016/TT-BTC stipulating the collection rates, regimes on collection, remittance, management and use of fees in the field of plant protection; Circular No. 285/2016/TT-BTC stipulating the collection rates, regimes on collection, remittance, management and use of fees in veterinary work; Circular No. 286/2016/TT-BTC stipulating the collection rates, regimes on collection, remittance, management and use of fees for food safety and quality control in agriculture.
Accordingly, the draft Circular amends and supplements to Circular No. 231/2016/TT-BTC the on management and use of fees in the field of plant protection. Specifically, according to Circular No. 231/2016/TT-BTC, the management and use of fees is as follows: Organizations in charge of fee collection, including the Plant Protection Department and National Agro-Forestry-Fisheries Quality Assurance Departments (for cases which adopt mechanism of autonomy and self-responsibility in the use of payroll and administrative management expenses), shall be allowed to subtract 75% of the fee collected to cover expenditures for the spending contents as stipulated in Article 5 of Decree No. 120/2016/ND-CP. 25% of the collected fee shall be transferred into the state budget.

In addition, the draft also proposes amendments and supplements to regulations on management and use of fees in Circulars 285/2016/TT-BTC and 286/2016/TT-BTC of the Ministry of Finance.
