At the Conference on building e-Government in association with administrative reform and renovation of specialized inspection in the morning (14/11), the Ministry of Agriculture and Rural Development (MARD) reported that there were 33 agricultural and business sectors subject to 345 specific conditions under the Ministry’s management authority. After careful review, the Ministry submitted to the Government to issue Decree No. 123/2018/ND-CP amending and reducing 131 out of 170 conditions.
From 1/1/2019, upon the enforcement of the new Law on Forest and Law on Fisheries and the respective guiding decrees, the remaining conditions will continue to be reduced. According to the Ministry's calculations, the total number of conditions will be reduced by 69%.
Not only the number of "supporting licenses", the list of goods subject to specialized inspection before import-export clearance of the Ministry also has also decreased sharply. In early 2017, the Ministry has reviewed and proposed to reduce and simplify the goods subject to specialized inspection on the basis of 7,698 lines of commodities attached with HS code under the management of the Ministry.
In 2018, the Ministry has continued to review and streamline the list. On 30/10/2018, the Ministry issued Circular No. 15/2018/TT-BNNPTNT specifying 02 lists: a list of 2,873 lines of imported and exported commodities with HS code; a list of 1,800 imported goods subject to specialized inspection before customs clearance with HS code, bringing the total reduction rate by over 76%. This has contributed to reducing the time and cost for businesses and creating a favorable environment for production and business development.
In addition to adopting the guidelines of the Prime Minister and the Steering Committee of the National Assembly on the National Single Window, ASEAN Single Window to facilitate trade activities, the Ministry of Agriculture and Rural Development has also developed and provided online public services on at the 4th administrative 4 level for 18 administrative procedures in 5 units of the Ministry.
According to the plan for 2018, MARD will complete the application of 10 new administrative procedures. Thus, with the application of 28 administrative procedures through the National Single Window, up to 95% of the import and export dossiers are now processed online.
It is reported that MARD is building an e-government in the direction of renewing the service model, which puts the people and businesses as the center of the model transformation.
