This is the message given by Minister Le Minh Hoan at the meeting of the Steering Committee for Digital Transformation in Agriculture of the Ministry of Agriculture and Rural Development, August 5th.
Reporting to Minister Le Minh Hoan, Mr. Dang Duy Hien, Deputy Chief of the Office of the Ministry of Agriculture and Rural Development, said that the draft "Plan for digital transformation in agriculture for the period of 2021-2025 with orientation towards 2030 "has been finalized".
Moreover, the Steering Committee has also performed some tasks to serve the digital transformation process in the agricultural sector such as organizing related seminars, upgrading the infrastructure of meeting rooms, building its own news website...
It is expected that by the end of 2021, the Steering Committee will approve and promulgate the "Plan for digital transformation in the agricultural sector for the period of 2021-2025, with a vision to 2030", then complete upgrading the infrastructure of meeting rooms, reviewing and synchronizing data systems, organizing skill training classes on digital transformation
Furthermore, there are also many recommendations and proposals raised by the Deputy Chief. According to Mr. Hien, in the immediate future, it is necessary to resolve the overlapping of functions and tasks on digital transformation between some units of the Ministry. Additionally, improvements must be made to the old and outdated infrastructure system, especially the network bandwidth.
Moreover, it is also necessary to have more investment funds for the digital transformation process, raise awareness as well as increase involvement of the heads of units.
Participating in the teleworking session, Mr. Nguyen Phu Tien, Deputy Director of the Department of Informatization under the Ministry of Information and Communications also gave some suggestions for the goal of digital transformation in the agricultural sector.
In the immediate future, Mr. Tien said that it is necessary to have more specific information on the current status assessment of information technology application in the agricultural sector. And with that, outline specific, clearer and more detailed goals for digital transformation in each sector.
“For effective digital transformation, it is necessary to determine the priorities to work on them first. They're what's in common, what's shared, the foundational elements. Besides, it is necessary to evaluate the effectiveness, and doing what's effective first", Mr. Nguyen Phu Tien said during the conference.
In addition, the representative of the Ministry of Information and Communications also proposed to Minister Le Minh Hoan to have more instructions for a clearer orientation on digital transformation in the entire agricultural sector. Thereby drawing an overall vision and perspective for the sector.
Concluding the meeting, Minister Le Minh Hoan emphasized that digital transformation will contribute to the transformation of governance in agriculture.
Therefore, the Ministry of Agriculture and Rural Development will consult with other units, especially the Ministry of Information and Communications to make the digital transformation process in agriculture highly effective. Accordingly, Ministry of Information and Communications is recommended to open a training course to disseminate IT knowledge for key officials of the Ministry of Agriculture and Rural Development.
“Also, I request that the Ministry of Information and Communications send experts to the Ministry of Agriculture and Rural Development to survey and evaluate the current state of IT infrastructure within the Ministry, to determine what to invest in, what to invest first, avoiding redundancy," said Minister Le Minh Hoan.
The Minister also suggested that the Deputy Ministers hold meetings with units of the Ministry to clarify issues in digital transformation and data sharing to boost the administration effectiveness of the Ministry.
Regarding the difficulty in IT personnel for digital transformation in the agricultural sector due to lower income compared to other specialized enterprises in this field, Minister Le Minh Hoan said that it can be solved by hiring people to handle individual part of the job instead of a fixed staff.
