100% of National Assembly deputies have agreed to ratify the CPTPP

In the afternoon of Nov. 12, with agreement of 469 out of 469 delegates, the National Assembly passed a resolution approving the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), also known as TPP-11 and other related documents.

As a result, Vietnam has become the seventh country to ratify the Agreement. New Zealand, Canada, Australia, Japan, Mexico and Singapore are the 6 countries that had ratified the agreement.

Before the approval, the National Assembly listened to the report of the General Secretary and the State President on the ratification of the CPTPP and other related documents. According to the submission, CPTPP keeps the content of the TPP but allows member countries to postpone 20 groups of obligations in the context of US withdrawal from the TPP.

Regarding impact evaluation and collection of comments from affected groups, the Standing Committee of the National Assembly conducted an overall evaluation of the submitted dossiers and the explanatory report of the Government evaluating the impact of the CPTPP. This includes evaluation on impact factors such as national security, foreign affairs, economic and social strategies. During the negotiation process of the Agreement, utilizing different methodologies, the Government had consulted with a wide network of different stakeholders including industry associations and the business community; ministries, sectors and localities had also organized many workshops to provide information and receive feedbacks from organizations, enterprises and the people.

Upon the conclusion of the negotiation, the Government actively undertook quantitative evaluation of the impacts of the Agreement on basic and general economic indicators as presented in the Report of the Government and immediately after the CPTPP signing, the Government directed the publication of the Agreement’s contents on the the Ministry of Industry and Trade’s e-portal.

After listening to the Report, the National Assembly passed the Resolution approving the CPTPP and other related documents with the consensus of 100% of the participants.

The Resolution requests the Government to direct the ministries, sectors and localities to effectively adopt measures to deal with adverse effects that may arise during the implementation of the CPTPP and in accordance with Clause 3, Article 77 of the Law on National Treaties in 2016, the Government shall report to the National Assembly on the implementation of international treaties.

The Resolution also assigns the Government, the Supreme People's Court, the Supreme People's Procuratorate and other relevant organizations and agencies to review relevant draft Laws and other legal documents to propose to the competent authorities on amendments, supplements, or promulgate new regulation in a timely manner, to ensure the uniformity of the legal system and the roadmap for implementing the CPTPP’s commitments.

The Prime Minister is responsible for approving and directing relevant agencies and organizations at central and local levels to implement the CPTPP’s application; attach importance to human resource training so as to take the best advantage of and leverage the opportunities and benefits provided by the CPTPP.

At the same time, it is requested to develop and effectively implement measures to prevent and deal with adverse impacts that may arise during the application of the CPTPP; disseminate timely information and full contents of the CPTPP in order to create unity in the awareness and action of the political system, enterprises and the people about Vietnam's participation in the CPTPP.
