Law on PPP 2020: 5 groups of investment areas applied PPP mode
Law on PPP investment 2020 was approved by the National Assembly, creating the highest legal corridor to attract investment in essential infrastructure sector under PPP method. The Law on PPP investment takes effect from 01 Jan. 2021.
Accordingly, 05 groups of investment areas by PPP mode are including:
(1) Transportation;
(2) Electricity grids, power plants, except hydro-electric plants and other cases under the State monopoly in accordance with the Electricity Law;
(3) Irrigation; clean water supply; drainage and wastewater treatment; waste treatment;
(4) Health care; educations and training
(5) Information technology infrastructure.
Regarding the minimum total investment size of a PPP project
- Not lower than VND 200 billion for the sectors specified in (1), (2), (3) and (5); in case the investment is in an area with difficult socio-economic conditions, or an area with extremely difficult socio-economic conditions in accordance with the law on investment, it shall not be lower than VND 100 billion;
- Not lower than VND 100 billion for projects in the areas specified in (4).
